Billdesk — Money deducted from account but not credited to tata power

A electricity bill payment was made from BillDesk via SBI Account's UPI. The money was debited from my account but was not credited to Tata Power, bill payment. As BillDesk showed payment error.
Tried contacting BillDesk but can't, don't get why they are even there if they can't do things properly. Please i need my money back !
The amount was - ₹848
Made from SBI account of Akshata Sahay
