Billdesk — payment deducted but college fees not paid

Hi, on 23rd of june i paid ₹15125 for government college fees on e-sampark (It's a website for chandigarh) which was using billdeks payment gateway. Money got deducted from my account, but fee wasn't paid and i had to shell another ₹15000 from my pocket for fees. All it said was "oops this website cannot be reached" something like that. What should i do now?
