Billdesk — Payment failed but fee not refunded to my Bank account

Dear
Sir i was applied for iti instructor post (Registration no - B[protected] in BIHAR TECHNICAL SERVICE COMMISSION. I Have made the payment first time throug Billdesk the payment was failed amount debited from my bank account and not updated to my application form. My TRANSACTION ID is -T2307311715224698781442
UTR No[[protected]]. I have contacted to Bihar technical service commission the said again you have to pay the fee for completing the form. So i have paid again. But my first tranction (above mentioned failed and not got refund yet) please redfund the amount as soon as possible.
