Billdesk — payment gateway - not credited to my biller

I had paid the tsspdcl bill, unique service number[protected], money was deducted from my savings account but it was not credited to tsspdcl. Payment not confirmed. Could you please check the transaction status?
Transaction date:14/08/2019
Transaction remark cr/dr: bil/onl/[protected]/southern p/tsspdclp
Amount (Inr): 12, 173.
Till date the amount is not credited to my tsspdcl. So do i need to repay bill amount to tsspdcl again?

I have done a recharge in jio of 399 at around 2 today and money is deducted from my account but recharge is not received. Earlier it used to take few minutes and today it's been almost 8 hours and neither the recharge is done nor did I get refund of the amount 399.So please look into the matter as soon as possible.
