Billdesk — payment is not made to the merchant from the billdesk

I have made a payment for billdesk on just 1st 2020 by my upi. Rs.240/-amount is deducted from the account while it is not paid to the mseb (Biller).
In my upi it is showing as success and even when i contacted the upi tey said successfully transferred to the billdesk ac.
