Billdesk — transaction not completed but account has been debited

I made a transaction from Smartbijlee app towards my Electricity Bill through BillDesk and the transaction failed due to no response from bank side.But the bank shows that the money has been transferred.Please complete the transaction or Refund the money to my account.

PSBI[protected]IGAFFZEXH7 is the Refrence id from bank.

Transaction Date- 22 Jan 2019.
