Blue Valley Properties Pvt. Ltd — Non refund of money

I have booked site under blue valley properties pvt. ltd. project "smilee celestial phase 2" in mar-13 and paid 4 lakh rs as a booking amount which they insisted to make a sale agreement. i have been told that the projects will get approvals from bmrda in 2 months and then i can register my site. till date there is no approval for the project and no follow up with any customer from blue valley properties pvt. ltd.
I finally gave a cancellation application in person to their md raju on 9th-apr-14 and was promised the refund of my 4 lakh rs within 2 months (though as per sale agreement this timeline should have been only 30 days). 2 months are over and another week also over now but still no clue of my refund. over this mr raju is threatening me that i will never get my money back if i go to police and court. i need help to get my refund back,
