Boi — home loan rejected after 3 months of process

Hi all,

I am a salaried person working for an mnc at pune having 10 years of experience.
My father is a retired army personnel and had stayed in jalandhar can't for 10+ years.
Currently staying in pune for 1 year with children.
Planning to return back to jalandhar, hence applied for loan to buy a property

We approached a well recognised government bank with these details:

1) currently staying in pune, parents will be shifting to jalandhar once we acquire this property.
2) have an earning of 8lac/annum, submitted below documents :-
A) offer letter
B) itr form 16
C) registered rent agreement
D) driving licensed
E) postpaid mobile bills
F) company letter verifying my current address

3) don't have a permanent address because we have always stayed on rent.

So does that mean a middle class salaried person is not eligible for a home loan in absence of permanent address proof or verification?

I am coming all the way leaving banks in metro cities and approaching a government bank to ease my case, but i and my father are being treated as refugees/frauds!.

Highly disappointing : (.

Can anybody suggest how can we fight this abuse of power and get this going?.

Any suggestions will be of much help!
