BPTP — Maintenance Services

BPMS is maintenance company for BPTP plot in Faridabad.
I get monthly bill but there are question but I am unable to contact.
They gave online portal - unable to register for last many months/years.
Sent numerous email to company but they don't reply.
How can I pay when they don't reply on the question and they keep charging interest on this.
