BSNL Cellone — refund of security deposit

I have purchase a post-paid connection with security deposit of ₹500 on 04.03.2014 on 28.08.2014 I converted my no. To pre-paid with full bill payment. Next month bill was ₹-39. So I claim for the refund of security deposit and bal. Total 539. For this purpose, I contact to bsnl office and Customer Care also but Customer Care told that please contact bsnl office.
