BSNL — Debited money from account, but shows transaction failed

I paid my BSNL landline bill 1 week ago using Google Pay under BSNL Landline CF M1 UPI of rupees 868/-.

It showed transaction has failed but the money was debited from my account.

I called the customer care and they said to visit the nearest Telephone exchange. I went there and they said it will be refunded within 1 week.

Now its been 1 week and the outgoing facility and the broadband has been cut by them due to non payment of bill.

I humbly request you to either clear the bill or refund the money to my account.
