BSNL — Payment cut but recharge not done

I recharge my bsnl number of rs 118 on 29/04/2022 at 15:17 pm through bsnl self care app with paytm upi transaction. payment successfull with ref no[protected]. i try to connect 3-5 with bsnl customer care but they are not cooperating and saying call paytm.i want my 118 rs to be refunded to my bank account/paytm
