BSNL — sim not activated after 2 days, no response.

Bsnl cymn is not working from 2 weeks, i have bought a simple number sim from the dealer and even after 2 days of submitting the proofs via application, it is not activated.
The customer care is saying, documents not received, while the dealer is saying everything is done. There is no cancelation message or anything.
I am trying from 1 month, how would customers stick to your company, if you guys cannot improve single thing.
Kindly look at it.
