Was told i would get a refund for the shipping charged on my order still waiting and nothing on my account yet

I ordered silicone stretch lids may 20th never received email with tracking no or information on order. But charged my card 11.97 and 9.97. Nothing as of 6/15/2020 and no one is responding to my e-mail and the number l called that was on my statement keeps giving me a recording saying we can not take your call at this please try your call later, i have been trying several times a day
Calling for the last 4 days.
