I m long time waiting for my amt 2.20.000 but did not ans my call and black listed my no pls give it action against

hi i am pankaj kumar biswas.i did merchant navy course at vishakapattnam from august to december 2011 in SMPL institute....and they promised to giv me placement....but after that six months over and there is no response. after that due to family pressure i had decided to leave placement and merchant navy carreer. they said i will get refund of Rs.120000 from Rs.500000 as placement refund money.
