Capgemini — Offer letter/salary discussion

So recently i received call from CAPGEMINI HR for the roll of desktop remote support L2.
HR asked me my current CTC and my expected CTC.which i told them, they said ok fine and arranged interview.i got selected then comes the documentation process and i receiv email to submit those.
I did that, then again i received call from HR and she again asked me for current ctc and expected CTC again i told her that, she said she i sending for approval and in 1 week i will get the offer letter, next day i again received a call from HR name chaya shetty she told me that she is not getting the approval for expected ctc then again she negotiated and told me she can give me this much ..i agreed and told her its ok for me, she again told me she will send email for approval again.after 2 days she calls me again ad tells me she is not getting the approval and told me that company will provide only a certain amount which is 2 lakh low then my expected amount and which agreed first time.i am frustrated with the fact that HR negotiating with me for salary discussion 4 times.
My only question is when you know that you cant provide more then a certain amount then why you have arranged all this and wasted all of our times, hr could have easily told me on the first call itself that they can provide this much of amount only if that happened i would not have given the interview.
Pathetic experience with this MNC company
