Cars 24 — Hold back ammount 10000 not released after selling car

I sold my car up78fs3646 to cars 24 and got my payment. A nominal 10000 rs ammount is hold by cars 24 and as promised that ammount will be rrealesed after rc transfer process.
I got a call by cars 24 rep at 1530 for rc transfer as i was 500 km away from my hometown so ni denied for that day. They asked me to senld a vedio for no objection for rc transfer and i sent it.
After that they sent me a mail by deducting 3000 as service charges for rc transfer and agrrees to pay 7000 and till date they havent paid anything.
