Caste Validity Certificate — I am complaining about, the caste validity office.

I am shubham j shrivas, cast=navi, category= obc
Living in akola district, maharashtra
I submit my all documents in previous year in the month of september... I dont know what is the problem, they send my documents to (Police dakshata vibhag) and the officer is not join office still.
What should i do.
I am engineering student, it is very important for me, because college warn me, if i will not submit validity in 2 months then they will cancel my admission...
I am studying in pr pote college, amravati.
Please help me sir... I cant afford to pay 1 lakhs... Please
