Chennai Traffic Police — Charged me for what I have not done.

I was driving in worng way. the actual charge for no entry is 100. but the police gave me the bill for 1100. it includes both dangerous driving and no entry. i wore my helmet . bike having insurance. but he never listened me. he took my photograph without permission while handing over the bill.
i didnt drive dangerously.
