Complaint marked as Resolved Simply they issued challan for 5000/- not to holding a permanent licence while carrying the LMV and MCWG LLR. I wasn't aware of the section 3 MV act, i was told by RTO (Chennai South) that the LLR can be carried out while driving within the city until you get the permanent licence. I was following all the traffic rules and regulations, there's no visual offence, The most important thing is i am not a learner and i know to drive since two years. I have my own two wheeler and four wheeler, but wasn't having a driving licence. So i have applied, If the RTO office can't issue the licence on the spot, that's not my faults. I don't know much legal rights but need to know the solution specially for these incidents.
