Citibank — Citibank cc bill is 40k i paid near about 97% of the bill, still they charge interest on whole amount

I got a bill near 40000, and i paid near about 39000 to citibank cc becoz i didnt paid some amount not even 3% they charge me interest on my full bill of 40k. I said them i will pay interest of the remaining amount but they are not agree with that. So cancelled my card because of that i my cibil score are down. This is not fare with consumer they have right to speak & govt have to give justice.
