Citibank — Documents submitted on 10dec for credit card but no response from citibank

I had submitted documents for the Citi bank credit card on 10th of dec'16 and yet i have not received my credit card .when i contact the person i submitted the document on 20dec to complain for the delay in process, i got an email from citi bank asking for the documents, i believe that my documents were misused and credit card has been issue to someone else
