Trying to contact multiple times to the nodel officer

But no response at all, i have a request regarding relocation no service engineer visited and installed setup box from private technician but several times shifting charges has been charged in my account, after paying the same no service has been activated gave many complaints and 100's calls to the customer care no resolution provided. I would like to go legally please help us to, so that other customers shouldn't face this issue.
