outgoing sms limit

this is to inform that as service provider docombo/airtel has blocked abt 100 sms/day as if im in an emergency and if i want to pass on sms after 100 sms and as the sms is not being delivered and as im not able to reach my people then whats the use of my sms offer which gives me about 6000sms /month for RS 26. And if i call and enquire the customer care they say that TRAI has done this then whom should i blame TRAI or my service provider docombo/airtel.. pls cancel the limit.
