[Resolved]  BSNL Prepaid — Unable to Make Call

Dear Sir,
I am using BSNL prepaid sim from last 7-9 month and from last two days i am unable to make phone call at BSNL number or if some others person is trying to call me they are also unable to make call .
In this reference I complent to BSNL costumer care center and they suggest me switch off mobile for half hrs and i do same

But till today i am unable to make any call

1. What is the problem ? If problem in the BSNL network they why they people not giving any intimation to consumer ?
2. How i can approch to consumer court..?
3. Some time BSNL deducted 10-20 paisa from mobile without any intimation.. ? if it is once in a month and assume there are 20 lack consumer then BSNL is earing near about 2 lack by CHEATING the public money .. Indivisual consumer will nerver bother about becoze this is small amount of money. but it should not be there ...So I am looking for consumer court...?
