Coimbatore Passport Office — maximum delay of delivering the passport

hello sir,
i had apllied my passport through salem district collector office(one of the tamilnadu district), my date of application is[protected],
my application number is z400380,
i had approach the coimbatore passport office more then 5 times (the office is 5.30 hour bus travel distance from my home),
first they told there is a problem in my police enquiry so once again i had applied the police enquiry, but there is no response for that, they told they miss the report and they told as much as possible they find it soon so came out from there,
after two month later i had applied once again police enquiry,
the police enquiry was complted at the date of 13/10/09,
and it was dispatched at 16/10/09 to the coimbatore passport office,

last 6 month i got same information from the passport office official site,
the iformation is ...

"Report to this office on any working day (except Wednesday) between 9.30 A.M. and 12.30 P.M. alongwith the above mentioned documents / this letter. "

because of this information i had approach the office more then 5 times, but they told why do you come here, your file in the process ...

when can i get the passport...
i want to know the details from "RTI"(right to information)
so please tell me passport department comes under which major department...
