Connect India — Non Refund of Postpaid Connection

I had Purchased a Postpaid connection from "Connect India"(MTS MBLAZE) by paying through my credit card online, The reference no. for the same is 4959092. Becoz i am staying on rent in Mumbai, I was been told that i will have to provide the rent agreement when the MTS executive will come to deliver the connection, however later the rent agreement was not accepted by the MTS India's executive who came to deliver the connection as the same was not registered. Thus, no connection was granted to me for the payment i made. Later when i mailed MTS India Customer support to refund my money, they are not ready to give the same, the same complaint was also been filed with the nodal office of MTS India, but has not been resolved.
Please help me get my money back and oblige.
