I am a resident of Devinder Vihar Sector 56, i had paid a electicity bill for the month of May-June in the Kanai Gaon DHVBN office. But due to my mistake i had given a cheque of different account which got dishonoured, i was not given any call either by DHVBN and surprisingly even my bank did not informed me about it. One fine day at afternoon, the electicity people disconnected the supply without any notice or information. When i tried to reach JE Sumit of the area, he arrongantly said that in case of bounce cheque they are not supposed to inform and get electricity disconnected.
I was forced to go to their office, get the connection back while paying the connection fee and bribe to the JE.
When i went back i looked at the regaulation of electrcity board which says that In case a cheque issued by the consumer is dishonoured and alternate payment is not made, then after giving not less than 15 days notice in writing can they disconnect the supply. However, before disconnecting supply, an adult member of the family should be informed. If proof of removal of cause of disconnection has been produced to the satisfaction of Licensee's employee deputed for disconnection, the supply shall not be disconnected.
Finally when i talked to couple of people in society they said that although these people new about these rules, they do these actions deliberately to harras people and get money out of them. I had a very bad experince with DHVBN earlier also when to replace a faulty meter i had to pay 5-6K as bribe. Not sure if this goes to top officials as well, i am sure they also get a share in this.
