Ittina Properties — EB meter is commercial

Hi,
I have purchased a 2BHK flat from ITTINA properties, project called Ittina
Veeru in July 2010 located at Kaikondanahalli, Sarjapur Road, Bangalore.
This apartment has 21 flats in 3 floors building car parking is in basement.
There is no water at all in this apartment and borewell has no water as
well resulting we need to buy tankers.
Electricity is registred for commercial usage due to that we get the
electricity bill above Rs. 10 / unit therefore each flat gets above 1500 Rs
/ month E.B bill. When we contacted Electricity office in Belandur person
called Suresh, he asks us to pay Rs. 1,75,000 for converting from
commercial to domestic meter.
Before buying this flat we were promised by Ittina properties that
Electricity meter will be converted from comercial to domestic but since 1
Yr they haven't done anything for this.
They promised for water also that they will clean the borewell pump and we
will get sufficient water but nothing has been done from ITTINA.
Now we have visted their office many times but the person who was dealing
the sale of flats Mr. Utham has left the comany.
and Ms. Mona Ittina who heads the comany is not taking any responsiblities
in above regards.
So, we all flat owners are helpless to buy tanker water and pay Electricity
bill 10 rs/unit.
Please advice us and do the needful, it will be great if any action taken
against to ITTINA and resolve our issues.
