Sir,
I have send several complaint against following to your office, but there is no action has been taken so for reason best known by your office. kindly look following mater and take action please:-

It is inform you that the outlet Nalis of this Colony is full of water and garbage, Malwa of Cow Dung and also dirty water is flowing in the street in B-Block, and on the road, Causing increasing of mosquito’s which my leads to spread of Malarias. Also inform that the representative of Health Department is visiting frequently but of no use.
You are therefore requested to kindly arrange for cleaning these nalis to avoid the spread of Mosquito. This will help in not spreading of Malaria etc. in future.

Subject: Misuse the Publice Money By Civil Division VI, Flood & Irrigation
Control Department.
Dear Sir,
With reference I Chander Singh Kataria General Secretary of Above RWA request for following few line in your kind information:-
1. Govt of NCT Delhi HAVE allotted the fund of Rs 85.56 Lac vide there letter No. 103/55/UD/MLA/2008/PL IV/[protected] dt 16.9.2008 and work order EE CD VI/ACS/170/08-09/[protected] for the improvement of street in un authorized Colony Keshav Nagar, of A B & D block. The work was carried out by Cheief Engineer & Executive Engg. Irrigation & Flood Control Department, Sector -15, Rohini, Delhi which carrying out the work on Gurudwara Road from Rana Dairy (Shiv Mandir) to Gurudwara E & F Block, which was black Charcoal road was also take in up with out sanction and made by raising 5-1/2 ft. height by putting mud & bricks our it. The nails on the both side is made 1-1/2’ dip resulted all the houses on this road have gone down by 1 ft. from the bricks road now made.
2. The street of B Block of Keshav Nagar was initially planned by making nails 1-1/2 ft. dip so that the out put can be with the nails & gurudwara road, but subsequent by the engineers reduce the height of nali of street and diverted the out let to other side and also demolished the nails in gali no. 8 & 9, which is still to be made a fresh one. As such the both out let of gurudwara road & internal galis do not interfere each other as advised by EE CD VI.
3. A request was already make to EE CD VI by putting R T I by RWA to reduced the height of Gurudwara Road & its nails, so that the resident of do not have any effect on their house. The request was made much before

the completion the work and also was assured by EE CD VI to reduce by 1
ft. but was in vain. And the works completed as per there desire.

4. The work of B Block have not complete till date and now break down it, and has not started after laps of 8 month in A & D Block in response of RTI made the EE CD VI replied that the work is being done. And payment was release with out complete the work?
5. The brick and other material used in said work is of sub standard which can be seen by making survey of the site.
6. If the works would have been taken up by the engineer keeping in to the consideration the interest of resident, the work would have coasted much lacers than what has been coasted now, and do not afforded the morale of the resident.
7. I have put up a RTI for the said work which has been replied by the EE CD VI vide his letter no EE/CD VI/ACR/RTI/2009-10/1283 dated 20th April 2009 addressed to me with a copy to SSW to Chief Engineer Govt of Delhi & Superintending Engineer (FC II) GNCT Rohini Refers.

I request to your good self kindly look in to the matter on priority basis and take suitable action to arrange the loss of resident of Gurudwara Road by paying the suitable to boost up their morale, and also requested please hold the fund of contractor up till satisfaction of compliant.

which a RTI was put to Executive Engineer CD-VI Rohini asking the clarification.

A) In response to RTI the Executive Engineer CD-VI Rohini, Delhi replied vide letter
No. EE/CD/VI/ACR/RTI/2009-10/1283 dated 20th April is misleading and
misrepresenting from the true facts has not fully justified the work done by him.
(Annexure- B) & his letter has been replied vide letter no. dated
(Annexure- C)

B) In response to Executive Engineer CD-VI, letter dated 20 April 2009 a resident of -
gurudwara road (Mr. R.K. Srivastava) submitted a personal application to EE/CD-VI
asking some more clarification, and also have been informed to The Development
Commissioner Delhi about in this regard. The reply is still awaited till date.

Sir, Now I would like request to your good self kindly intervene the work carried out by EE CD-VI, Rohini, Delhi which has resulted a loss of public money as will as affected the resident by lowering their houses down to the extend of 1 sq. ft. or so from the road now made. Your personal intervention will be definet use full in caring out the work as per direction given by the Govt. of Delhi & not their by own.

The above reply given by PIO is misleading and misrepresenting from the true facts. The complaint giving submission under para i.e:-

B) That is regard para no. 1 of reply, It is submitted that the gurudwara
road is no included in awarded work as per sanctioned scheme from
UD Department, GNCT. Delhi. It is also submitted that Rs. 85.56 Lac
sanction by UD Department for Improvement of Streets in
Unauthorized Colony Keshav Nagar of A, B, and D Block only.

1. That in regard para no. 2 of the reply, The work was carried out by Chief Engineer & Executive Engg. Irrigation & Flood Control Department, Sector -15, Rohini, Delhi which carrying out the work on Gurudwara Road from Shiv Mandir to Gurudwara situated in E & F Block, which was black charcoal road was also take in up with out sanction and made by raising 5-1/2 ft. height by putting mud & bricks our it. The nails on the both side is made 1-1/2’ dip resulted all the houses on this road have gone down by 1 ft. from the bricks road now made. So, there is no need of earth filing. The brick and other material used in said work is of sub standard which can be seen by making survey of the site. It is total misusing of the Public Money.

B) That in regard para no. 3, no proper information received by the
respondent. The street of B Block of Keshav Nagar was initially
planned by making nalis 1-1/2 ft. dip so that the out put can be
with the nalis & gurudwara road, but subsequent by the engineers
reduce the height of nalis of street and diverted the out let to other -
side and also demolished the nalis in gali no. 8 & 9, which is still
to be made a fresh one. As such the both out let of gurudwara road
& internal galis do not interfere each other as advised by EE CD VI.

2. That in regard para no. 4 and 5, about 65% streets in A, B and D Block
Is still incomplete.

3. That in regards para no. 6, In Keshav Nagar, it is about 16 to 18 feet
wide Street (which is straight and no need of turning space) in all Blocks besides of Electric Poles and Chhajas. It is, therefore possibility of compaction with road roller in all streets in A, B and D Blocks. If the works would have been taken up by the engineer keeping in to the consideration the interest of resident, the work would have coasted much lacers than what has been coasted now, and do not afforded the morale of the resident. The street of B Block of Keshav Nagar was initially planned by making nails 1-1/2 ft. dip so that the out put can be with the nails & gurudwara road, but subsequent by the engineers reduce the height of nalis of street and diverted the out let to other side and also demolished the nails in gali no. 8 & 9, which is still to be made a fresh one. The Complaint believes that reply by Public Information Officer is incomplete, misleading and false information and as such in view of the provision of section 18 (1) (E), the instant complaint is being filed.

Relief Sought

It is therefore, most humbly prayed that this Office may graciously be please to : -

A) Issue Notice to the respondent P.I.O to show cause as to why
appropriate action in as much as he has failed to discharge the duties
cast upon him terms of the R.T.I Act.

B) Direct the respondent PIO to inspect the work done by the contractor
and filed proper reply before the commission.

C) To allow the complainant the opportunity of inspecting the file
concerning the sanction work order by UD Department.

D) Pass such order (S) as deemed fit in facts and circumstances in the
case.

The complaint believes that reply by Public Information Officer is incomplete, misleading and false information and as such in view of the provision of section 18 (1) (E), the instant complaint is being filed.

With reference to your Letter No. F-103 (55)/UC/UD/MLA/2008/PT IV/[protected] dated 16.9.2008 address to The Executive Engineer (I & F C) IVth. Floor, ISBT Building, Kashmere Gate, Delhi. An amount of Rs. 85.56 Lac have been sanctioned for the improvement of Street in unauthorized colony Keshav Nagar of A B & D Block While carrying out the said improvement work of Street of A, B & D – Block the following laps were noticed.

1. The Gurudwara Road from Shiv Mandir to Gurudwara (situated in E & F Block)
which was a Black charcoal road is raised to the extent of 5 ½ ft. height by putting
mud & brisk over it has resulted all the houses of gurudwara road lowered by one
feet or so from the brick road now made. In this connect on it is stated that
improvement of said road was not covered under the said letter dated 16.9.2008 for
which a RTI was put to Executive Engineer CD-VI Rohini asking the clarification.
(Annexure-A)

A) In response to RTI the Executive Engineer CD-VI Rohini, Delhi replied vide letter
No. EE/CD/VI/ACR/RTI/2009-10/1283 dated 20th April is misleading and
misrepresenting from the true facts has not fully justified the work done by him.
(Annexure- B) & his letter has been replied vide letter no. dated
(Annexure- C)

B) In response to Executive Engineer CD-VI, letter dated 20 April 2009 a resident of -
gurudwara road (Mr. R.K. Srivastava) submitted a personal application to EE/CD-VI
asking some more clarification, and also have been informed to The Development
Commissioner Delhi about in this regard. The reply is still awaited till date.

Sir, Now I would like request to your good self kindly intervene the work carried out by EE CD-VI, Rohini, Delhi which has resulted a loss of public money as will as affected the resident by lowering their houses down to the extend of 1 sq. ft. or so from the road now made. Your personal intervention will be definet use full in caring out the work as per direction given by the Govt. of Delhi & not their by own.

That on 10th of April a boundary wall of a vacant plot near my house collapsed and the debris are lying in nalis resulted blockage of flow of water. As the phone no. & address of owner of the plot is not known to me or any other nearby resident therefore I had requested the concerned sanitary Inspector (name not known) of MCD to take necessary steps for cleaning of nalis/drains but there is no action has been taken so for reason best known to him. Now the position is this that the outlet Nalis is full of water and garbage and also dirty water is over-flowing causing increasing of mosquito’s which may leads to spread of Malarias.

You are therefore requested to help me by issuing necessary instructions to the concerned deptt.
