Hi friend,
I too have done the same kind of thing to recharge my Vodafone prepaid mobile through Citibank online. The amount for the recharge was just Rs.100. They have done it very perfectly. And my phone received the talk time of Rs. 89... just after I clicked the CONFIRM option.
Thanks to Citibank for availing this facility through online in less than a minute.

MOBILE PREPAID RECHARGE — 1 rupee extra
All(mostly) the recharge shops in andhra pradesh which sells recharge cards for all mobiles are charging 1 rupee extra for every recharge. For Rs. 10 they are charging Rs. 11.
Though the company is not giving the entire talk time for the recharge, then why the shops are charging high?
