Mts — data card speed issue

I have brought MTS postpaid dongle y'day. They quoted 3.1 mbps I got it for first 2 days and nw its so slow to open page even.. worst connection never take. the current speed is .1 mbps agains 1st day 1mbps and against promised 3.1 mbps
