Nokia N73 — fir not registered

Dear sir,
my mobile hand set wih imei no [protected] was stolen in rail when i wetn to railway police at kalupur statinon they refused to register my complain and i was asked to purchase a new one
well if police is there just to suggest us to purchase a new phone and not taking our complain why goverment waste our money on them
let me know if i can take this case to higher office or any online site to register my complain
