It was undeliverable when I checked with the courier they informed that it returned back. I have applied to change my address. They rejected stating that the proof should have expanded the initial in which address need to be correct. I do not have a address proof with initial expanded. However in my PAN card I have initial only. Why PAN was issued with initial earlier and now they want expansion?

They are asking me to get a govt officer authorisation for correcting the same. Isn't Indian government's flaw? Why should a common person should suffer?
