Passport — Police Verification Delay

I had submitted my passport application on 04/04/2012. The status reads: Police Verification (PV) has been initiated and a PV request has been sent to DCSC Office, District Kolkata. Your passport will be dispatched after Clear Police Verification Report is received at Regional Passport Office. My File no is: CA[protected]. What does DCSC office mean? I went to the passport office of Kolkata.They have not received any file for police verification yet. But I was told by the passport customer care people that the file has already been sent 3 days after I applied? Please help..
