[Resolved]  Ration Card — Ration Card Inclusion for Daughter

My Daughter was born in Delhi and Birth Certificate without name was Issued by Municipality.
After 1 year, I applied for her name inclusion in my Ratio Card at Kandivli(W), Mumbai. Officer got crazy in a minute on not seeing the name. I have already got Passport done which i showed them but they did not listen. How can they reject two govt issued Passport and Birth Certificate. Are they supreme authority over all this. It is the most annoying experience. Why Schools and LPG insists for Ration Card and why Indian Govt want so many different identifications Pan Card, Passport, Ration Card, Voters card instead of Single Identification.

Please anybody answer what is wrong in my daughter's Birth Certificate. If name is mandatory, why Delhi Mulcipality certificate is issuing certificates without name.
