[Resolved]  Regional Passport Office, Delhi — Passport not issuing

I applied for fresh passport in Year 1998, but at that time after submitting all the documents at the fresh passport application counter and all document verified by the counter clerk itself and after police verification I got one letter from Passport Authorities that some of my documents are missing and I have to submit the documents then only the Passport Authorities will issue me a passport, after that I submited all the documents as required by Passport Authorities in Year 1998 itself, but I did not received my passport till May 2007. Then again I applied for fresh passport on 22nd May 2007 under normal scheme, police verification was done within 15 days from the date of application and I checked the status in the site www.passport.gov.in it is showing that passport was ready on 26th June 2007, but I still not received my passport till date, because of not having passport I lost a job opportunity in Africa. I already submitted an application by hand to RPO Bhikaji Camaji Palace with my Job Offer letter and Appointment letter of Africa in last week of June 2007 and RPO told me that you will receive your passport with in one week (i.e. 1st week of July 2007), but till date I haven’t received my passport. I also E-mailed twice to rpo.[protected]@mea.gov.in but I haven’t got any response through mail. Then I called up the telephone number[protected] that is Chief Passport Officer number, one lady picked up the phone and told me that your passport with File No. A[protected] dated 22nd May 2007 is not dispatched because you applied earlier also in 1998 and not mentioned in your second application, then i asked her now what to do then she told me that come to passport office and submit the fine Rs. 1000/-, after that i went to passport office and submited the fine on 03rd June 2009 and they told me that now you will receive your passport with in 10 working days time but it more then a Year i have not received my passport, when ever i went to RPO, Bhikaji Cama Palace they always told me that it will take 1 week, 2 week.
