Regional Passport Office — No update on Passport delivery

Hi,

My Parent's applied for their passports 7 months back. I went to status check for their application 20 days back and I can see the status as "It is to regret that due to unavoidable circumstances the despatch of Passport has been delayed and will now be despatched in a week's time". IFGOVERNMENT ITSELF IS DOING LIKE THIS whom should we complain to in this great democratic country. My parents file numbers are Z510890 and Z510893.
