Reliance Communications — Reliance Broadband not refunding money

We had applied for Reliance NetConnect broadband connection in November 2009. The cash(3000/- Rs) was collected very promptly within a week.
The executive promised the connection within a week.
After endless follow ups some technical guys came and informed that there is some signal strength issue in the area and hence this connection is not possible.
We cancelled the connection, but the money is still not refunded. I have called the customer care a hundred times but nobody is ready to give the information. I have dropped a hundred mails but still no response.

Its more than two months now and yet i am struggling to get the money refunded.

Please help!!!!
