Reliance Communications — non refund of security taken for the telephone instrument

I was having a telephone connection of the above mentioned company.My teleNo. was [protected].Relationship No. [protected].I requested their local representatives Sawhney Tele.communication.They received from me the final payment(receipt No. 10-11/LDH 525292 dated 02/8/2010)
They told me to hand over the instrument and this was done on 18/8/2010 to Sawhney Tele. Communication at Jalandhar office.They informed me that the security of Rs.1800/ will be refunded within 90 days or a interest of 9% will be paid.I sent two/three reminders (E mail) and also contacted
Rcomnodalofficer.[protected]@relianceada.com.So far I have not received my security refund.PLEASE HELP.
