my 2 wheeler was picked on sundry date 15/11/2009 at time 11.30 am from J M road, pune no parking area , i was told to vist traffic control chowky near Modern school. when i went to that chowky, chowky havaldar told me to go to next lane where all the vehicles are kept. so i went there, my vehicle was parked there. i asked one person, who was standing and keeping watch on that vehicles, where is to pay fine amount, he asked me to show my documents, i shown all the documents such as my license, puc, rc/tc/insurance. he asked me to pay rs.150/- as no parking fine. i said ok issue me receipt, he said if you want receipt then wait for 20-25 minutes or give me fine amount and take your vehicle as traffic havaldar has gone for picking vehicles from no parking area. i wait there for almost 30-35 minutes, mean while i asked him whether i can pay fine in traffic chowky, he said no, as receipt book is with the havaldar. finally i paid him rs. 150 and released my vehicle as I have to reach at railway station.. he wrote my vehicle no on a small diary which has no stamp/ name of RTO. now i want to ask 1) has RTO appointed that person / agency to collect the fine without issuing receipts 2. if the traffic havaldar has duty to pick vehicles , who is responsible for issuance of receipts 3 i doubt , the amount i paid is credited to government a/c .

1) when we pay life time tax the Invoice is made up of two things a) Ex showroom price b) 12.5% of (a) as VAT, now why is it that we have to pay tax on the VAT.
2) why is it that when i change states and go to a new state I have to pay the road tax on the original invoice value and not the depreciated value (even the Incom tax calculates 15% per annum as depreciation)
