[Resolved]  Shriram City Union Finance Ltd. — NOC

In April 2008, I had bought an air-conditioner and I had financed it thru Shriram City Union Finance Ltd. I had paid 4 months installment (Rs. 1417/- per instalmment. So 4 months is Rs. 5668/-) + documentation charge Rs. 102/- (using my citi bank credit card) on the day I had bought the air-conditioner. I had also issued 8 cheques (for Rs. 1417/- in favour of Shriram City Union Finance Ltd.). All the 8 cheques got cleared. 8th cheque (i.e. last cheque) got cleared on 23rd December 2008. Since I did not get the NOC from Shriram City Union Finance Ltd. till March 2009, I went to the Thirumalai Pillai Road branch to get the NOC personally. There I was told that I had one installment remaining to be paid. To clear this confusion, I took all my bank statements and gave a copy to Ravikumar working in theThirumalai Pillai Road branch. He told me that he would take this issue with his accounts department and he said I should be getting the NOC in the next 10 days. Since that did not happen, again I went and met him. Again he asked me to give him my bank statement copies, which I did. Again I got the same answer that I should be getting the NOC in the next 10 days. After that I did not follow up with Ravikumar as I got totally busy with my work. On March 1st 2010, I got an arbitration letter (Sno: TNAGA0000326, Dated: February 20 2010) from Shriram City Union Finance Ltd. asking me to pay Rs. 1417/- + the interest Rs. 560/- (which comes to Rs. 1977/-). Along with the arbitration letter I took all my bank statements (which I had given to Ravikumar in March/April 2009) and met Ravikumar on March 3rd 2010. After looking at it he talked to one Mr. Shankar and told me that he had canceled the arbitration notice and also told me that he would check with his accounts department and would send me the NOC with in 2 days (i.e. by March 5th 2010). This morning (March 10th 2010) when I called him, he said, he would call me by afternoon as he is busy with other customers. Since I did not receive any call from him, I called him to check with him about the NOC status. He told me that he is yet to receive the confirmation from the accounts department and so I have to wait for another couple of days. I told him that he has been giving me the same answer for the past 1 year for that he said, he does not remember getting any details from me last April (unfortunately for me, when I met Ravikumar in April 2009, I did not get anything in writing but this time (on March 3rd 2010) I had asked him to give it to me in writing that the payment is not pending from my side and the account department just missed an entry from their side). Till today (March 17 2010), I have not received my NOC. What do I need to do now? How can I get my NOC?
