Spice — Spice procedure for blocking SIM

My cousin lost his mobile having Spice prepaid Sim card when he went to have it blocked he is being asked to submit FIR filed with police, he is not even applying for issue of duplicate card for god's sake..When he went to police to register complaint he is being harassed by them. There is always a fear that sim that falls into hands of anti-social elements will be misused but we will still follow the stupid procedure of giving application in writing along with police FIR for blocking SIM!!
