Sir,

I refer to my letter dated 16-Apr-11 sent per speed post requesting you to allow transfer of “allotment Rights” on the strength of Power
of Attorney and agreement to sell without possession (ATS) registered with Sub-registrar, Greater Noida in respect of plots of sector 20 of
YEIDA. ATS were registered before the “Transfer of allotment rights policy” was introduced in 2010. The reply to this letter is still
awaited.


A number of original allottees who have sold their rights and have received full payment are not willing to sign papers prescribed by
YEIDA for “Transfer of allotment rights”. Original allotees have received final payment and are not concerned with the policy which has
come into effect after the registration of ATS.

The present transfer policy of YEIDA does not have transfer procedure for plots where ATS and GPA were registered with Sub-registrar,
Greater Noida.

A proposal was sent to you in Sep-2010 for approval/ to allow transfer of allotment rights on the strength of GPA by property section of
YEIDA. That proposal is still awaiting your approval.

A number of disputes have arisen between original allotees and buyers. It has become necessary to Transfer allotment rights to buyers who
have ATS and GPA. There have been several cases of violence and breach of law and order. It is responsibility of the Government to
ensure that harmony in society is not disturbed due to its policies.

It is again requested to transfer allotment rights on the basis of GPA and ATS. This will be in the larger interest of society.
