I am a resdient of a1-block, sector 55 gurgaon who is facing serious incorrect electricity meter reading and inflated bill amount issue since last few months. Dhbvn has installed open 3 phase meter on the street light poles which are not even sealed and subject to electricity theft and tampering.

My 3 phase electric meter was not recording the correct consumed units since last 2 years since we moved to gurgaon. This was a first hand new meter installed back in 2016. All this time i have been paying my electric bills on time without knowing the meter reading was infact incorrect and exaggerated. It was only until day before yesterday when the dhbvn meter reading people came (@aamir khan and ganesh, sector 55 zone, gurgaon) who informed me that my meter is not recording the correct reading. It jumped from 13170 which was the last reading as per dhbvn register to 25734 as of current date which is a whopping difference of 13000 units in 3 months which was totally unacceptable keeping in mind on an average our consumption is close to 600-700 units a month.
The meter reading person was reluctant to write the meter reading on their register & advised me to inform the authorities at dhbvn. When i visited the dhbvn office, sector -48, kanhai branch, gurgaon the officials sounded disinterested to hear me out. They directed me to the junior engineer mr. Vinod. He tried to explain the meter is not faulty but the reading on my bills since last 2 years were below what was consumed for real. Now i have to pay for the accumulated units which was not recorded in my past bills. He was totally unjustified in his statements stating i will be billed an exaggerated amount in my next bill. My reading was showing 13170 in my january’18 bill which i paid. Post that nothing got recorded as per my march bill as the company implied an approximate projected unit of 1922 for which i was billed extensively around rs.16000 which i paid as well. Now they are projecting a bill close to rs. 1 lakh which is simply unacceptable.
Then they tossed me to another department to meet mr. Raj singh to check my meter reading recorded in last few months. Unfortunately the sector -55 register they showed me had an clerical error as they failed to mention the updated meter reading for march. When i asked i was told the meter reading team must have got confused is why they did not mention anything for march – post which they sent a huge bill by simply averaging out the last 3 bill units.

I went back to the complaint room to request the team further look into the matter as they insisted to get my 3 phase meter tested in one of their dhbvn labs. They charged me rs. 750/- cash at the counter for meter testing however there was no notice board where the testing cost was mentioned neither their web portal shows the rs.750/- fees. When i enquired about the cost disclosure the cashiers swayed away stating they are not aware if its mentioned on dhbvn portal. I kept asking where is the cost mentioned however nobody at the dhbvn premises answered my question. Ideally there should not be any such fees applicable for meter testing if the complaint is raised by the customer. This was a money minting trick to befool common man. I doubt dhbvn has an inventory of all this meter testing cash they collect on daily basis to show to the state govt. Neither the slip stated it was for meter testing. This must be investigated.
Meanwhile the official mr. Gurdarshan singh told me that i need to get the meter unhooked & get it back here at dhbvn office so that the junior engineer mr. Vinod alongside me can take the meter to the testing lab. I had come back home to get the meter unhooked by the dhbvn lineman and again took it back to the dhbvn office. No officials were there as they took an early lunch before 1.30pm and made me wait longer. Post that i was informed junior engineer left for the day and i being the consumer have to take the meter all by myself to the sector-18 dhbvn lab which was totally unheard and uncalled for.
Still i took the meter to their lab. Their they got it tested for about 15 mins by keeping a reference meter alongside to check if the reading was accurate. When i asked they told me the testing is done under 7kw load. Mr. Ram niwas the official there told me the meter is showing the correct reading although i was not at all convinced. He also told me that previous bills were charged less than what it should have been & therefore now i am supposed to pay the entire amount for last 2 years as arrear. This was shocking. He even admitted that the fault was the meter reading guy notated wrong units each time he came at my site instead of notating the correct unit – they often do these things to avoid the task of looking into each meter by climbing the pole etc. Mr. Ram niwas told me that actual data reading are stored in their server however when i asked to give a copy of the data he denied saying its not available at present. He will email it to the dhbvn kanhai branch. He handed over the meter testing approval report. Eventually i got the same meter hooked on the pole again by their lineman. Note – i had to take a day off for all this footwork.

Today morning i visited the dhbvn kanhai office again to submit the meter testing report. Mr. Vinod (Je) was again saying the same thing as yesterday that i have to pay the entire difference. He is arrogant and not helpful at all. When i insisted whom to complaint he directed me to the sub-division officer mr. Pankaj panwar. I met him in another room i explained him the entire issue. He too narrated the same story stating the meter reading got blocked and now i will be billed for the difference. He told me i should have tracked and notified the dhbvn much earlier instead i told him that being a consumer i had full faith in dhbvn generating correct bills. Mr. Pankaj told me they will tally my meter reading with the server meter data they have stored which meant dhbvn should have audited my account much earlier & notified me about the issue they never did. This was a complete i completely denied to pay for any unjustified units which i never used keeping in mind my limited usage of around 600-700 units that too in summers. I simply told him to waive off the entire units which were shown incorrectly and going forward i will keep a track of the meter reading. He told me that to avoid high slab rates of rs.7/kw the difference of 13000 units will be spread over last 24 months which will reduce the slab rate to rs.5.5/kw. However i denied that option since that is an unrealistic and incorrect unit difference. I also shared how other residents of a1- block, sector 55, gurgaon are faced the same issue in recent past & there are newspaper articles highlighting the same issue. Mr. Pankaj reluctantly told me to draft an application which will be responded within 48 hours. I told him clearly that i cannot afford to take day off anymore (2 days off already) and want a permanent solution. Also informed him about how their meter reading team is tampering the reading by recording incorrect reading in their register as they should be penalized with appropriate action. Notice board should be there at office premises showing the meter testing figure for 1phase, 2phase and 3phase meters clearly. I submitted the complaint application & got an acknowledgement. Note - at the window they could not generate a simple print out of my bill for acknowledgement as their printer is broken and asked me to get a photocopy from outside. Soon after the lady at the complaint counter gave 2 duplicate bill printouts to another consumer which means they lied.

This is a far bigger and serious concern for all gurgaon residents where dhbvn is trying to mint money out of people by imposing incorrect bills based on their fast jumping meters installed openly on street light poles. They won’t even seal the meter on request until consumer pays rs.120 for two seals. My experience after this day has become bad to worse.in fact this entire team of hoodlum is robbing money out of commoners. This needs to be investigated at the higher level.

No light for over 150 mins.
Complaint no:s given on website as usual r of no use.
THIS IS A REGULAR FEATURE WITH THE TRANSFORMER FOR YEARS.
Please look into it asap.

    To whom it may concern

    Its really becoming a big problem of electricity cut out in sector 19 faridabad. I as a architecture student have to work all night, and every night there is a cut off on electricity making me helpless. Whats the use of paying such big amounts of bills when you dont have the service when most needed.
    How can faridabad even call itself a national capital territory, its disrespecting the word national itself.

      I am a resident of sector 20b main mathura road old faridabad near old metro station. It has been observed that in past one month, there have been heavy fluctuations in power supply. The power supply goes off and comes back again multiple times within a span of minutes. This frequency increase specifically in the night around 10pm. We are informed that the problem is from the feeder situated in sec 12. This power fluctuation has caused severe damages to household electrical appliances. I request the concerned official to look into the matter and resolve asap.

        Such an irresponsible electric board it is! This board has been given bill worth rupees 69, 67, 457. These irregularities in bill have been common but it has been too much. My account no is [protected]. 27th of april was the due date for this.
        This is our shop bill account but in the home account these things had been happend... So what is this?? All the employees in this department are fool? Don't they know what they are doing.. Such a shameless things they are doing. They are making fun of this department.

          There is frequent power cut for long duration approx. 2 to 6hrs.in day and also voltage fluctuations, people living in ip colony, sector-33 are 100% tax/bill payer and none of any is defaulter for paying electricity bill, in spite of this people are suffering from too much power cut problem. Support from dhbvn staff is very poor, they are not respond mostly or very less responsive, customer utility center no. Also not responding at night and even day time also.
          There is no any escalation matrix that after too much problem whom we can contact

            Pl refer to my complaint no. Cmpg[protected] of 17.2.2018 on dhvn portal, regarding incorrect billing which is yet to be resolved. The details are:
            My meter was faulty and was put out of service. I was being billed on average. The faulty meter was replaced on 14th nov. 2017. Your bill of feb 2018 has not taken the meter installation date into account and billed us twice both my meter reading and on average basis from 14th nov 2017 till 11 jan 2018, i. E., 58 days. The overcharged amount is to be refunded.

            Moreover, during the period of over i year when meter was not there, regular meter service charge was collected which should logically be refunded. Request immediate action.

                Complaint reported at 11p. M for no supply. No response till morning despite of calling so many times. Got reply that lineman will solve the issue in morning. Then in morning got the message that complaint solved without getting customer feedback. Call disconnected by executive 3 times. Even sr. Executive mr neeraj disconnected call. Highly unresponsive employees.

                    Hello, as summer season started, power cut started very frequently and for long duration. Where you are going? Are you going to back history but with in the same proportion why you are not going for electricity bill also. Only developing slaves culture, whether you provide services or not, no matter for you but charges always matter and by huck and crock, you will change the bill.

                      I fail to understand how are we supposed to make the newborns and old people comfortable without any power for 5-12 hours. Our personal power back-up fails after 3-4 hours as it can support only till that length. What is DHBVN doing about it as i have seen it happening since eternity now. I AM PAYING DHBVN FOR SERVICES AND THEY ARE BOUND TO GIVE US SATISFACTORY SERVICES!! This is an example of absolute mis-management and sharing no concerns with the customers at all. PATHETIC!

                      Medium high winds - No power for 3-4 hours (even after the wind comes back to normal)
                      Slight Rain - No power for 5-8 hours (even after it stops raining)
                      No power during specific hours - afternoon 1-5pm are most vulnerable to power cuts for god knows what reason

                      We have to book hotels to take our newborns to spend the night because DHBVN doesn't restore power.

                      All of their contact numbers FAIL TO RESPOND. I dialled their[protected] continuously for almost 3 hours, but the line won't connect at all... Tried their local helpline numbers - NO RESPONSE!

                      Most pathetic service I have ever seen! If there is a delay in your payments, you levy a late payment charge, what implications can a customer go for such bad service from a provider???? Today the power went off at about 4pm and till now (10pm) there is no power, no response, no success in contacting them. My newborn has been crying for past hours since there is no fan, no light and no support.

                          Pole broken in from of actl main gate, i filed a online complained on 29.03.2018 and again i repeat complained on 30 & 31 march 2018. But still there is no action can be taken. I make to know regarding to je (Mob-[protected]) ht asaoti station line, it may be cause a major accident before it please do the needful as soon as possible.

                            This is to request you to kindly install a street light in front of my house number 18 sector 31 gurgaon. Due to absence of the light it becomes a dark place which any anti social elements can take advantage of and commit any crime. The complete light assembly is missing from the past 8 months and our repeated requests have not been worked upon till date.

                                I would like to put to your notice about the ongoing request over my power connection which has been pending from last 2 weeks with your esteemed dept. The connection for my residence has been requested post the removal/disconnection of the power supply from the existing builder. Although there has been several reminders and communication that has been estabilshed in the past but so far have not been able to get any favourable and prompt action. I look forward to seek a quick and positive cooperation from the side of department to resolve the pending matter at the earliest

                                  I never received my electricity bill since i got the connection no buddy comes to take meter reading every time i take online bill my self which comes on average basis and last year i got bill of 25000 rs which was as per actual reading but if they will come and take once in year for take reading then every time its difficult to pay such huge amount together.

                                  This month i download invoice and there are some sundry charges/allowances...

                                  Actual they posted the unit more than we have consumed. I have paid the bill advance as thinking it will be posted to future.

                                  I already paid advance bill to you upto 3920 unit which is your end bill generation fault. Then how and why you made the amount payable to me as i have not used any more unit than 3920.

                                    Surprised & shocked to saw bill on internet (Not received in physically) for rs.5620/- for electricity charges against a/c no.[protected] for the period of 03.12.2017 to 04.02.2018. I want to say that how can i used so consumed units (536) in the vast capacity and how i can manage this wrong electricity bill. There is no system of electricity bill send to us and no routine checkup for electricity meter. I would like to draw your kind attention, last bill, i have paid rs. 1798/- in the month of 11.10.2017 to 02.12.2017 (52 days) which was included in new meter charges of rs. 1000/-and consumed units was 165 only. How it can be possible, that the only one (01) day unit would be 399 and bill would be crossed the limits. Do you know my last 6 months of electricity bill average is only about rs.700/-. Because, i have only one member in the family/house, it seems that there is something wrong or assume yourself that the consumed unit would be399 while taking reading and i have also compared the bill with other residents with the same usage of electricity, not anyone is having so much high bills.

                                    My issue is only that – 52 days consumed units is 165 and 63 days consumed units is 536. How it can be possible. [536-399=137 units consumed] please rectify and generate a new bill with appropriate correction asap.

                                      My meter is operational while from last 3 billing cycles electricity deptt sending us bills on pr basis and its almost double they charges last month and same thing happening in this month.

                                      Please look into this on urgent basis.
                                      Herewith i am attaching meter image and bill images sent by electricity deptt
                                      The actual consumption for last six months is 3000 units but till now, the units billed are 5300.
                                      No idea what departments officer doing why meter reading not happening on regular basis
