1. It is intimated that, I have a electric connection (K.No-[protected]) since Oct 2011 at my residence N-1/27, New Palam Vihar, Gurgaon and I have deposited all the previous bills in time. However Rs 1,91,156/- shown as Sundry CH/AL in recently bill issued.

2. I am asking the clearification from concerned office (Sector-18, Gurgaon), the concerned staff (Clk-Mr. Mahavir & CA- Jitender) showing me a notice raised against me, which was neither handed our to me, nor official dispatched (as record not found by them). However the pending issue of the another person (Mrs. Kamla Devi) included in my electric bill, without my information, whenever the same person (Mrs. Kamla Devi), taken a new connection in same area in the name of her Husband (Krishan), A/c No NC02-0889 (K.No-[protected]).

3. However, In view of the above, you are kindly requested to instruct me whether i deposit the above mentioned amount or issue me a fresh bill duly rectified.

4. I shall remain gratefull to you for this act of kindnes.

Dear Sir,

Its been 4 months since i intend to have a new electricity connection for my house in Sec-31, Springfield colony, Faridabad. All the officials of DHBVN informs that the new connections are barred for this colony which one fails to understand. House is registered property.

For the last 3 months everytime i call DHBVN officials, they informed that the new connections are yet to be awarded.

Request you to let me know where i should submit the application form and in what time could i get the new connection.

Fraud Connection Given in Fake Name of Namit Prashar in C1 Bloch of Palam Vihar by XEN Anil Goel of Dakshin Harryana Bijli Vitran Nigam Ltd by taking bribe.
Fraud Connection Account number is PX05-0211 in Fraud Name Namit Prashar.
In bill address is i.e P.No-499, Sector -3, C-1, Palam Vihar, Gurgaon.
No person exist with name Namit Prashar & connection given on fake and fudged documents by XEN Anil Gol.
Even DHBVN Ltd legal Remembrence at Panchkula had given order to disconnect fake connection with no occupancy proof.
Now original Owner of property has given written complaint about the fraud to SDO Kuldeep Nehra but DHBVNL are taking bribes and not disconnecting the fraud & fake connection.
Complaints already given to present XEN & SE but of no use.
it is a police case of 420 by DHBVN Ltd employees and also by person taking connection in fake name.
Urgently disconnect the connection to rectify this fault of DHBVN Ltd.

i had requested for the tubewell connection and also submit security amount at 20 may, 2010. Then i recived a demand notice for connection in september 2011 and for that i submitted Rs- 49000 at 26 sept.,2011.
But i had not been provided any tubewell connection till now...

My bill came for 3000 units even when I have a 3 room house in Sector 7. I have 3 fans / 1cooler /1 fridge/2 CTV/ 1 water pump and 5 electrical points. Earlier for whole decade, bills would come for 200 units or so. My meter is also working OK, and it shows less reading.
I went to DHBVN office , and they say first pay your bill and then we would check the reading. How can I pay such huge inflated bill.
The clerk says I have to go to court, this and that. He clearly said to me that I do not have time to look into your matter !!!
I do not want to pay such huge bill, help me!!!

We have recently bought a first floor in J Block, Sainik Colony, Sector 49, Faridabad. At the time of purchase our dealer told us that the Electricity meter connection will be given in a while as the electricity connections are at hold for sometime. But now its been almost a year and there is no electricity connection. Its a major issue here as lot of people have been made such false promises.

After asking about the availability of these meters the response comes that the higher authority is not providing these meters because the sainik colony society has not paid the dues. The money has been consumed.

Now the people who have recently moved into Sainik Colony like us were not aware of all such things happening here. So, to my knowledge electricity is our right. We are ready to pay for it but then the electricity connection should be given with it.

Please give a solution or help me in some way.

There are very extreme voltage fluctuation & Power cut. Fluctuation from 80, 90V lower to 320, 340 V up to upper and frequency of fluctuation is per min and this due to Transformer aging factor and also this problem from last 6 month and many times we given complain to SDO and JE Kuldeep singh but they are not taking any action to rectify this problem. SDO (west) old Faridabad and JE Kuldeep Singh responsible for I.P. colony, they are so robust that none of any effect happen on them they are thief ring power and providing to Industrial and unauthorized colony Rajeev Nagar but not caring about us while there are no one defaulter all Resident of I.P. colony paying electricity bill on time but this not matter for them. JE is using Honda city CAR, from where he is earning money that is comes from thief ring of power.
We would request you pls. enquiry on them and also provide solution for us and also like to inform you that only solution is to replace the transformer, so pl. do the needful.

I am facing a problem that for last four months DHBVNL has been randomly sending me astronomical high bills without meter reading.

For last two years my average consumption is in range of 330 KWH. But in Apr’12, I was shocked to find my consumption reported as whopping 2640 KWH. My bill jumped from Rs.4,000 to Rs.15,000.

On visiting Gurgaon Kanhai office I was told my meter has become faulty. I was assured that it’s a random bill and it will be adjusted after my meter is repaired. I paid this bill and purchased a new meter for Rs.5,000 and paid testing fee etc and got my meter replaced.

But in June’12 again my bill was 16,000/-. Again no reading. Today I got my Aug’12 bill and its again Rs. 9,000/-.

Now I have already paid Rs. 31,000 as electricity bill and spend over Rs.6,000 in meter replacement. And am thinking of hiring a lawyer and go to court against this harassment.

Most corrupted and gang of thief is JE Kuldeep Singh (No.1), SDO ( West) old Faridabad ( No.2) and Electrician Group with person who recording the meter reading, they are equivalent to “gangs of wasepur”, in I.P. Colony almost all people are service class and doing job in private sector and they don't have time to fight with these corrupt gang, they are selling light to Rajeev Nagar at some fixed price and others Industry and earning huge money from there and due to this most of time no light in the I.P. colony, even JE is also living in I.P. colony but he connect a separate transformer for their own street so very less affected is that Gali.

Is someone listen these voice Request you please inquiry against him and transfer this JE and Electrician to others locations.

Power cut since 2:00PM ti till i.e. last 11 hrs, and no one haramkhor taking the action, everyone is saying it is due to grid failure, if I am where is grid failure the cut the call and again not replying....
They are selling light to Industrial and saying power cut, EN Harmakhoro ka kab styanash hoga.

I am a resident of Devinder Vihar Sector 56, i had paid a electicity bill for the month of May-June in the Kanai Gaon DHVBN office. But due to my mistake i had given a cheque of different account which got dishonoured, i was not given any call either by DHVBN and surprisingly even my bank did not informed me about it. One fine day at afternoon, the electicity people disconnected the supply without any notice or information. When i tried to reach JE Sumit of the area, he arrongantly said that in case of bounce cheque they are not supposed to inform and get electricity disconnected.

I was forced to go to their office, get the connection back while paying the connection fee and bribe to the JE.

When i went back i looked at the regaulation of electrcity board which says that In case a cheque issued by the consumer is dishonoured and alternate payment is not made, then after giving not less than 15 days notice in writing can they disconnect the supply. However, before disconnecting supply, an adult member of the family should be informed. If proof of removal of cause of disconnection has been produced to the satisfaction of Licensee's employee deputed for disconnection, the supply shall not be disconnected.

Finally when i talked to couple of people in society they said that although these people new about these rules, they do these actions deliberately to harras people and get money out of them. I had a very bad experince with DHVBN earlier also when to replace a faulty meter i had to pay 5-6K as bribe. Not sure if this goes to top officials as well, i am sure they also get a share in this.

RAVINDER SINGH,D- BLOCK,RAMAN TENT HOUSE,SHIV DURGA VIHAR, LAKKARPUR,FARIDABAD .HE HAS METER INSIDE OF HIS HOUSE & THE PERSON WHO COME FROM DHBVN DEPARTMENT HE NEVER TAKE ANY READING FROM HIS HOUSE. HE IS A BROKER OF DHBVN DEPARTMENT AS PEOPLE SAID & HE TAKE HIGH AMOUNT FROM THE PEOPLE FOR PUTTING A METER.SO, ULTIMATELY I JUST WANT TO KNOW " WHY THAT PERSON HAVE METER INSIDE HIS HOME?? & WHY DHBVN DEPARTMENT ARE NOT TAKING HIS METER READING??" There is 16 hrs power cut at I.P. colony, sector-33 Faridabad, all resident of this colony are good tax payer and none of any person is defaulter regarding electricity bill, in spite of this the person can not sleep continuous 6 hrs at the night due to no electricity, what a bad luck of people of this colony and county also. Why you people not is moving forward to improve the things....

It is a sad state of affairs when senior officials in govt department tell you to cough up bribe for getting ordinary legal work done !!!

Most shameful attitude of Faridabad bijli board

Even SDO says to give chai- pani to lineman & JE. Blatantly refusing to do mandatory legal work without bribing.

The JE & lineman openly say that DHBVN does not have any material - even ladder/ wire/ clamp/ fuse box /transformer oil etc needs to be given by consumer !!!!!

They openly say that bijli board ("mehekma" - a hindi word used to describe DHBVN as if its a fiefdom) has no material to repair transformer/ bent poles etc. All residents must provide Rs500/= per KW of their respective load to JE /lineman to restore transformer. Even SDO says that it is not practical for bijli board to repair transformers etc and consumers must pay cash for the same.

I rue the fact that I'm living in Haryana, because in Delhi, BSES is a whole different story with courteous staff & prompt service. In Haryana, corrupt politicians especially the power minister encourage corruption by asking monthly quota of bribe from these officers like JE & SDO & XEN & SE

Transfers are routinely done through auction system - industrial area transfer at post of SDO requires 50-100 lakhs !

These are all facts and ask any JE/SDO and they will tell you

In reality all material purchased by DHBVN on paper, and no material delivered actually in store. So they do nt have any material for executing repair & maintenence.

Bijli board officers are now themselves becoming mafia figures in name of slum electrification - as anywhere between 50-70Rs per bulb in slum area is bijli board bribe - in addition to electric bill.

Any honest govt would privatise this bijli board immediately - but with losses over 6000 crores, no one would be interested in buying the DHBVN. Yes, of course world bank would finance another 10000 crores to HVPN (as its been doing regularly in past) but it lends without checking out the implementation of project.

Irony is if you or I go to any bank for loan, the bank will follow up whether we used the money for the purpose we said we are taking the loan for

But not world bank ! Even after pumping millions of dollars in Haryana bijli board, the condition is worse than 20 years agowhen the world bank lending started.

Why doesn't DHBVN publish its balance sheet on internet ?

Once past 10 years balance sheet is published on net / newspapers, the true tale of systematic corruption & plunder of DHBVN by people in high offices will be clear

There is almost 16 hrs power cut and rest available power fluctuating between 80 V to 300 V, we are not able to sleep 6 hrs at night, think how we can live our life, if we will not seep well then our work goes in trouble and whatever happing our life no matter for Govt, they only have power to collect the ALL taxes and nothing bother about what public are facing in their day to day life.

Some one take imitative to improve the nation and at least fulfils the minimal requirement of people who are paying Taxes.

There is Transformer Overload problem in Housing board colony of Sector 17 A Gurgaon.The fuse goes because of this almost everyday in night.We have been suffering for this for last 1 year. After so many complaints to DHBVN the problem is still the same.They fix the issue every morning but in night when the load increases again the phase goes. Sometimes thy even come to fix it in night but within 5 minutes it goes again as the load is very much.

I look forward for some positive response.

dhbvn faridabad has intentially closed the online payment because they got the extra money for payment manually ,we are living outside city we cannot pay online i think its a wrost department who fools educated people and presurise to go to the electricty department and pay the bills ,they accept the bribes most corrupted electricty department in haryana faridabad .....


In UP you pay 500 rupees and ur work get done here in faridabad you have to pay 5000 rupees to get ur work done in any department.

Dear Sir,

I bring to your kind notice that the transformer established in our locality 25 feet road, B-block, SGM Nagar, in front of Gali no. 10, called Sardar wala Transformer is overloaded and every day the fuse blast every 15 minute in the evening time, This transformer supplies only Four Gali alongwith Two Factory, The Wire condition of mentioned locality is very poor and it is hanging with the many patches, wire doesn't have the capicity to avail the load, so we are requesting you to please change the all wire and do something for us so that the problem which is running every time whether it is summer or winter,

Again we are humbly requesting to you please do something for us.

My Electricity supply is not ok in this regards I have made complaint over phone to area JE. Now the problem is identified.It requires to change in the line phase. There were no sperate line for street lights. its inculded in the area line itself. Therefore load for the line were more than the specfiied. Now the lineman is aware of the above issues and we were calling him very frequently from last 15 days to fix the issue. but he is expecting from us as a bribe of Rs. 300 to slove the isuue.The name of the lineman is Mr. Dinesh.
