The Hotline installed at National Research Centre on Equines, Sirsa Road, Hisar, a Govt. organization has not been made functional till date inspite of our continous pursunance with DHBVNL, Hisar on the subject for the last more than two and half years. This has resulted into serious audit objection. Nnumber of reminders issued in this regard remained unattended and the situation is still "as it is". It is requested to kindly accord "Top Priority" and get the Hotline made functional immediately without any further delay.

    Dear Concern,

    Through this mail, I am trying my level best to represent residents greviences of Block No21,Springfield Colony, Sector 31~32, Faridabad.

    This mail is in utmost distress and whole colony is just sick of the situation. Electricity situation is in grave condition and all are suffering, though suffering is high for little ones and old age people.

    Electricity does come in bits and pieces. In total it hardly comes for 6-8 hrs in a day. Inverters does not work and it's total black out in the whole colony specially at night.

    We have called Mr. Kuldeep Singh-JE ([protected]) various times and complained about the situation. According to him the reason power failures are overload on transformers. The load sanctioned is not enough to serve the electricity need and in these humid days, AC use is very high which causes the more frequent electricity failures during nights.

    New poles for dedicated transformer has been installed and poles are added with wires streched in our Block No 21 but transformer is still not installed instead power is supplied thru adjacent transformer which is under capacity. For these additional poles DHBVN people were alse bribed from each house in the colony. We were expecting that soon a new transformer will be installed.

    Now, again request of 1.5 lac rupees is opnely demanded by DHBVN officials to install new dedicated transformer. We have contacted SDO Mr. Ravinder([protected]) over phone about our greviences but instead of listening to us, he said you change your house from this localilty as the situation will not improve in this area. When we asked the reason for such statement, he said, HUDA have some outstanding amount which is suppose to be paid to DHBVN for development in this area, untill this arrear is not cleared, nothing can be done.

    Please help us in resolving our greviences by the concern authority amicably.

    DHBVN has absolute monopoly in power distribution in Haryana and is blatantly misusing the monopoly

      I would like to inform you that I have deposited meter security worth Rs.1750/- vide Receipt no 045124 Dt.[protected].After long period of waiting they told me that the meter was not in the stock.You should purchase the meter from open market & Security will be Refunded or Adjusted. At least I have purchased the meter from Open Market from own my Cost. It was passed by department on [protected].vide Mco No 69746 & installed on[protected] at my premise.

      I wrote to SDO for the refund of my meter security on[protected] &[protected] by courier. But no action has been taken till date.

      I am requesting you to kindly look into the matter & order to concern person to Refund Or Adjust my Meter Security.

        I would like to inform you that I was getting average bill when my electric meter was faulty approximately Rs. 1000/- every month. During the period[protected] to[protected] they sent me an inflated average bill of Rs. 2447/- Which was at least two time higher then normal average bill. And they told me to pay the bill as it will get adjusted to next bill, Which I paid on[protected]. It has not been adjusted till date.
        I request you to kindly look into the matter & order to concern person to adjust the inflated average bill.

        Dear Sir,
        Below a letter which we have mailed to all the departmenta people of DHBVN, Power Minister, Chief Minister of Haryana, M.P of Faridabad. But No action is taken from their endt till no. We are getting only 4-6 hours power supply. No one is hearing our voice. Kindly publish it in the news paper or other media, so that we may get justice.

        Dear Sir,

        We are the consumers of Dakshin Haryan Bijli Vitaran Nigam, we are living in dark last few weeks, despite of several telephonic complaints to the authorities, there are no solutions.

        Kindly ask the concern authorities to look into the matter and resolve our problems.

        An early action in this regards is highly soliciated.


        Our locations are:
        Basantpur Village, Basanpur Colony A, B, C & D block, Ismail Pur, Panchsheel Enclave, Pansheel Colony, Shivam Colony, Shiv Vihar Part II, . All these area are under Mathura Road SDO in your judicial Area.

          I would like to bring into your notice that such a irresponsible behaviour has been shown by your employees of NIT 5 circle. We 5 to 6 houses had a power cut on 18june around 10pm after the rain due to short circuit in the pole. We called your call center at 1912 and our complain number is 5528 and they assured that some body will come to see the same. But till now nobody has taken the responsibility from your office to correct the same and the reason they are telling is that bring your own wire then we will come. What kind of atttitude is this, is the responsibility of arranging the wire is of consumer or of your company? I am very sorry to mention that some of your official has showed a unethical behaviour and demands which we are not at all ready to fulfill.

          We all will request to please help in resolving this problem. Still there is no power.

            Sub: Complaint against accounts no. DB 12-1684 (SD Code: F34-Op S/DIVN PALI)
            Dear Sir,

            i have received your bills regarding above mentioned accounts number, i would like to bring to your kind notice that all the times the bill s are coming without showing any meter reading. i do not understand without any meter reading how your billing department is charging and sending me wrong bills again and again.

            i also bring to your kind notice that this premises is vacant for the last one year and no one is staying in that premises and if no one is staying in that premises last one year then how your department is sending me this kind of bills as per my knowledge you can charge me only the meter rent and that too i can able to pay.

            The bills which you have sent to me with the arrears amount which is irrelevant and i m not able to pay you as my financial condition is not good.

            Sir, it is my humble request to look in to the matter and settle the bill as per actual. without any settlement from your end i am not going to pay your bills because these bills are totally worng.

              Through this mail, I am trying my level best to represent Uppal Southend, Sector 48, Sohna Road, Gurgaon.

              This mail is in utmost distress and whole colony is just sick of the situation. Electricity situation is in grave condition and all are suffering, though suffering is high for little ones and old age people.

              Electricity does come in this age and 21st centuary millenium city. But it comes only for 6-8 hrs in a day. Inverters does not work and it's total black out in the whole colony.

              Suddenly a Genset Supplier appears in Society after all this and he has started charging Rs. 55,000/- for New 10 KVA connection. There are no credentials of this supplier. He is charging Rs. 12 for each unit Consumed and Rs. 1500 every month as maintenance charges. Sounds absurd !!! For 100 Units Govt charges appx Rs 350 and this guy will charge Rs. 2700/-. Unbelievable.

              Anyone listening to our situation. If no action is taken, we would be forced to go to next step.

                Dear Sir,

                After exhausting all means at our disposal, we are obliged to approach you for help and to report unauthorized stealing of electricity in the open by hooking on overhead wires of Dakshin Haryana Bijli Vitran Nigam. We understand that we might be disturbing you from your day to day responsibilities, but we hope that by approaching you we can channelize our grievance to the right channels and some proper action can be taken with accountability.

                The issue is that armed (with Lathis) people from nearby village are putting unauthorized cables on poles set up by Dakshin Haryana Bijli Vitran Nigam and stealing electricity right in the open. We as residents of Sector 21 B Faridabad have tried to oppose this open stealing but everytime are met with fierce muscle power and foul language that we as individuals have not been able to stand.

                Forcefully, local villagers (behind sector 21B) come on Sundays and non-working days and equipped with wooden stairs, Lathis, pliers and a local electrician who puts power cables (black color 3 phase) and unauthorized connects it to the mainline. The stolen electricity is then used to run high powered flour mills, multiple 200 W / 500 W bulbs to light the veranda, private borewells, welding shops and air conditioners all of which are running practically free of cost. This has been going on for some time and any one who opposes (legitimate users) is met by threats, foul language and open fisting.

                The meters put here in the village area a joke and are all pierced right in the open with a stop pin (Hindi: sua). The meager bill that some of these residents pay is absolutely no match for the unauthorized power they drain and the un-accounted load they put onto the already old and withering transformers and distribution equipment originally meant for sector 21B. Additionaly for every legal connection, the number of illegally hooked connections using privately put black wires is multi fold.

                Though it is customary in this country to help the economic weaker section. Typically on a average (in this so called economically weaker section) there are atleast 2 air conditioners per household, atleast one big car (typically 2) with multitudes of rooms given on rents. Any person (official or otherwise) with a small visit can just see this as a complete ridicule of the system and the facilities provided, with the result that people who are genuinely paying the bills are paying through their noses at a much higher cost than would be otherwise of this open robbery was not there.

                There are countless load sheddings, voltage fluctuations and blown power lines and transformers in Sector 21B because of this extra load which is unaccounted for and probably not a part of system design and safety factors when the lines were being set up.

                As a result beyond bearing countless powerless nights, day time load shedding, huge voltage drops and power surges, we as legal consumers also have to pay much higher per unit cost of electricity because of this stealing and loss of revenue for Dakhsin Haryana Bijli Vitran Nigam and to the country in general.

                We hope that by humbly requesting you, some action will be against this with accountability and the poor and bullied residents of Sector 21B can be finally relieved.

                We would like to bring your kind attention that I am a resident of address B-737, Dabua Colony, N.I.T. Faridabad.
                There are High tension Line are passing along above around 8 feet to one side my House Roof Trace, however we had already abounded that area due to Electrical Hazard.

                Kindly note that this overhead high tension lines are going along one side of street & many house in street facing the same problem.

                You are request to do arrangement of removing or relocation to avoid any critical situation, immediate action will be highly appreciated.

                    In sector - 4,6,7, there is no power since 2 PM on 17.4.2011. till now (19.4.11)
                    Gusty winds blew on Sunday (17.4.11) and many electric poles were broken, either due to trees falling over them, or because these poles were already loose.

                    DHBVNL is required to maintain electric infrastructure & they have power to cut tree that can fall on thier infrastructure.

                    However, this activity is done only on paper, and bills running into crores every year are put on their balance sheet showing cost of tree cutting / trimming. None of this activity is done at all in reality.

                    The result is that even in small qualls, the electrical infrastructure collapses completely, and they are not able to restore power for days to come.

                    In our case its been almost 96 HOURS without any electricity supply !!!! Around 2000 people living in these sectors have no power for three days, anf DHBVNL couldn't care less.
                    I am residence of Shivom Colony, Ismailpur, Faridabad, the electricity is very low in my colony like 20 to 30 minutes a day since last three months. My transfarmer is faulty no body take care please do the necessary action.

                      There is no electricity since yesterday(17/4/11) in sector 8 and the condition of water supply has rapidly deteriorated since then. the HUDA I think wants to convert cities into 19th century villages.
                      Government collects thousands of ruppees every month from their salaries toward development , but the condition of roads ,water ,electricity, sewage is continuously deteriorating.

                      where does over hard earned money go. Is it used for the luxury of currupt chor netas or babu.

                        DHBVNL is the most corrupt organization in world.

                        In my house at Sector - 7, electricity pole is leaning very dangerously. I complained to Bijli Suvidha Kendra but they tell to talk to lineman directly & refuse to register complaint.

                        Lineman says that he wants 2000/= bribe as he has to get a crane for the same out of his own pocket. The pole is leaning dangerously over my front boundary and I then complaint to SDO, who again says contact lineman. But when I tell him about lineman asking bribe, he becomes angry and says I am lying.

                        Two days after that, DHBVNL people come, and cut my electricity connection without giving any reason or notice.

F-4/G-11, charmwood village this house is in lock position. as per bills Meter reading new is 00, old is1531 continued is last four bills MMC is 0, 782, 800, 800 in voct, 10, dec10, feb11, aprik, 11, upto 10-2010 the bill has been paid but alway bil is increasing order dec, 10=rs 5636.00, feb, , 11=10432, april is rs.16158 without any energy unit consumption.

                            I have been complaining since Dec-10 regarding a wrong billing i.e. Sundry charge of Rs 2041/- in my bill No. 00275 dated 26/12/2010 for Rs 3266/- (inclusive of sundry charges).
                            On complaining at that time, you advised me to pay above mentioned entire Bill & in next bill the same amount of Rs 2041/- will be adjusted. I paid the bill through HDFC Bank cheque No. 90204 for Rs 3366/- . The same cheque was debited from my account on 12/01/2011. The proof/ evidence is enclosed herewith for your perusal.
                            When I recd my next bill No. 13790841, dated 25/02/11 for Rs. 2743/-, I found that the adjustment was not done by you.

                            Pl look into it & provide me the reimbursement of Rs 2041/- which I paid in Jan-11.

                              I had filed a complaint in the DHBVN regarding the checking and replacement of electricity meter installed on the name of - Indu Mehra , K.No. [protected], DLF Phase 2 Gurgaon. Some men came and fixed it. But after a month the problem reverted.

                              This meter is running way too fast considering I have no heavy electrical equipments installed in my house.To verify the erratic reading I started keeping a check and got shocked to see that meter counted 1 unit in just 1hr for one 12 watt CFL bulb.

                              Would request you to look into the matter and help me to resolve it.

                                  I have been deposit security fee in July 2009 and another amount for pole etc have depopsited in Dec 2009 for a new connection to agriculture at DHBVN Palwal. Many times I goes to DHBVN Palwal Office for enquiry about the connection but there is no response. Now in Jan 2011 DHBVN alloted some Agriculture connections. I goes to ask about the connection in Palwal office but Authority say's DHBVN has been offered a tendor in January 2011 but list of new connections is not available.
                                  So Sir I am very confused what to do now. Pls tell me about my connection.

                                    After getting frustrated with the attitude of the DHBVN Dakshin Haryana Bijli Vitran Nigam complaint office, employees stationed at Faridabad Sector-7 division, I'm forced to seek help from this forum. I'm a senior citizen retired from Government company, facing trouble with DHBVN regarding harassment against my electricity bills.

                                    I was not in my house for 4-5 months and thus DHBVN had been sending electricity bills on flat rate and after coming back when I raised this issue with the concerned department they advised me to relocate the main meter on the Electricity poll outside the house and confirmed to adjust the access amount paid against the bills upon relocation of the meter. And when I arranged wire and required items to relocate the meter outside my house than they told me to get the new electricity meter because I refused them to pay any kind of labor as I believe it is DHBVN's duty to arrange the installation.
                                    When I asked them that why they can not install the present electricity meter outside, they informed me that it does not contain seal from DHBVN department, although it was approved and installed by Haryana Vidyut Prasaran Nigam on 22/4/2002 wide receipt No. 7503.

                                    I've come to this forum with a belief to get justice as I don't wish to promote corruption.
                                    Kindly provide me with the solution to my problem.

                                        I am a consumer of Electricity of DHBVN from Gurgaon Sub-Division, on Dec-2009. when I tried to note the reading of consumption, had come to know that meter is not working in meter reading.
                                        Being a responsible citizen, immediately I submitted the request to related office ( SDO Sector -14) as acknowledgement of meter status, But none activities has been made by department, and billing have raised by department as avarage, and honelsly I was paying the amount according bill
                                        But on 17 Dec 2010 department has raised the bill for 3 times, When I visit to SDO office and asked regarding this, they told to change the meter yourself on your expendeture, It was not there a single persons that this is the responsibilty of department,
                                        At last I purchased meter, but JE was not there, so I rushed to pick the JE, when JE meet me he send a contractrual person to check the meter, after all when he checked the meter, i rushed to JE again for signatory ,
                                        There was not a persons to disclose the procedure, I rushed to meter submiting centre but due to recipt of Lab testing charges, he denied to submit the meter, then I rushed to deposit to amount for said charges, and rushed again to submit the meter, he denied again without MCO no, when I rushed to MCO no, there was luch time, after lunch when the clerks came back, and I request to MCO, after 30 minutes I get MCO no, and when I rushed to Centre to submit the meter the office was locked, and came to know that he have gone,
                                        next day I took the leave from my company again, and visited to centre where meter being submitted, there was office was locked, after waisting one and half hour the officer came, I submitted the meter and try to receipt he denied to sign and told after 7 days the meter will be replaced by department
                                        but now 10 days has been gone not any employees has been visited at my house to replaced the meter. my meter status is below

                                        I lodged a complaint no.[protected] with the customer care centre on 29.07.2009 for challenge meter. My account No. is SB01/4461. I have already deposited the prescribed fee of Rs.100/- vide receipt no.260, book no.80830. inspite of a lapse of more than 1 month, no testing meter has been installed.
