Dakshin Haryana Bijli Vitran Nigam — excess of bill

Me the president of gurgaon is facing extremely difficult in paying the excess light bill. My house was locked for 2 months from 8 march to 11 may 2019 and my bill is 11000/_. Without using light how this can happen. I had complain ed so many times in the past as well
There is something wrong with my meter all other 15 houses it ranges from 1000/_ to 5000/_ and i am paying 1000 to 47000. Please help us to solve this problem. Thanks
