For the purpose of conversion of Flat No.D-34, Tara CGHS Ltd., Alaknanda, Kalkaji from leasehold to freehold, you had directed me to “deposit a sum of Rs.1,000/- on account of penalty for regularization of draw of flats” vide your letter No.F9(2087)/2007/GH/DDA/7991 dated 5.9.2007.

The flat was allotted to me and its possession given to my representative Shri Ramesh Kapoor on the 8th of September, 1979.

Kindly clarify the following:-

(i). The draw of lots for allotment of flats was to be conducted by the DDA in 1979. The possession of the flat could not be given to any allottee till the draw of lots had been conducted.

(ii). The DDA was the Lessor and TCGHS was the Lessee of the flats. If the Lessee gave the possession of the flats to the sub-lessee allottes before the draw of lots have been approved by the DDA, the only course open to you was to cancel the allotment and transfer of possession by the Lessee – the Society.

(iii). Allotment and transfer of possession of a flat without “Draw of Lots” cannot be regularized by levying a penalty. It can be regularized only by ex facto approval by the DDA and the DDA cannot impose a penalty for giving ex-post facto approval.

In the alternative, the allotment and transfer of possession of flats would be illegal.

(iv). The DDA took no action regarding the allotment and transfer of possession without having carried out the ‘Draw of Lots’ for over 25 years (from 1979 till 2007). As such, it is deemed to have approve the allotment of flats and condone the condition regarding ‘Draw of Lots’.

(v). Kindly furnish me a copy of the rule or order under which you have levied a penalty of Rs.1,000/- from me in 2007 for the transfer of possession by you (the Lessor) to the Lessee the society. How was it my (sub-Lessee’s) responsibility to ensure that a Draw of Lot was conducted before the possession of the flat was given.

Dear Sir,

We want to draw your kind attention that once again, the residents of Pocket-1, Sector-22, Dwarka are not getting adequate water supply regularly from last one and a half month. In-spite of functional established water supply pipeline network and availability of adequate water from MCD for one-hour daily supply atleast, concerned junior officers (JE) in collaboration with tanker lobby are deliberately not routing the same through dedicated, healthy, leak proof piping network. In a months time it has already happened for 25 days including since last three days.

Instead they are following the tanker route. Here again they are not sending promised 25-30 a day. I am sure that this is certainly affecting the DDA exchequer, in addition to reputation.

This water supply from DDA is neither sufficient nor in good quality to use for fulfilling the daily needs of the residents.

The concerned area JE is not doing any serious efforts in this regard. Our families’ are becoming sick and their daily lives are going into hell due to facing this water problem.

You may see how DDA authorities are torturing the residents of DDA flats?

1. They have provided poor infrastructure with inadequate water boosting capacity etc and this is to bear for years.

2. Storage tank is having cracks and nobody is bothered to set right the same.

3. DG Set is out of service since last one year but inspite of promises it is not being set right so far.

4. We are also facing acute water supply since the water booster is not capable to boost the supply upto our premises, even it is not boosting up to common points outside premises at first floor. All residents have been compelled to install motors and additional tank in garage for the same.

This is to quote that we have been paying highest rate of water charges over Rs 6.28 per KL. Whenever, rest of the Delhi pays about 1.50 per KL.

Therefore, we demand higher authority intervention to mend and initiate appropriate action to improve the same.

WE LIVE IN FLAT NO BP-50 IIN PITAMPURA.
THE BALCONY OF FLAT NO BP-52 IN PITAMPURA IS IN VERY BAD CONDITION AND BIG CHUNKS OF PLASTER AND CONCRETE KEEPS FALLING IN OUR TARRACE. WE HAVE ASKED THE OWNER TO GET THE BALCONY REPAIRED,BUT HE HAS REFUSED TO DO SO BECAUSE HE HAS BOUGHT THE FLAT FOR INVESTMENT ONLY. WE CONSTANTLY LIVE UNDER FEAR AND ANEXIETY. WE DONT LET OUR CHILDREN GO TO TARRACE.
THIS HAS CREATED TERROR IN OUR MINDS. GOD KNOW WHEN BALCONY FALL.
PLEASE DO SOMTHING BOUT IT.

I would like to register the complaint with you regarding flat no. 657 Pocket-6, D.D.A Flats, Rohini Sector 2-New Delhi-110085 belonging to Mrs. Vashist. There is no approval from DDA and above all an illegal construction has been constructed on the way to upstairs. Here there is no map approval has been taken from DDA zonal office. Due to this construction the structure of the whole building and adjoining structures has become weaker. The construction craetes uneasyness to movement of street. Being a concerned citizen I would like to bring to your notice for appropriate action.

I have applied Rs 3000/- Under the 20-Point Programme of the then Prime Minister Shri Rajiv Gandhi, a scheme was launched for the poor people living in slum areas of Delhi to provide a good shelter to them and accordingly I registered under the said scheme vide the Application No. 14624/ Priority No.14624/new no 14495/4 .

Since a long period of 24 years has passed, I visit lot of time to dda office, I have not been provided any plot or flat under this scheme. I shall be grateful if you could kindly look into the matter personally and enquire from the Director (Housing), Slum Wing, D.D.A. Vikas Kutir, ITO, New Delhi so as to fulfill the dreams of our beloved Prime Minister Shri Rajiv Gandhi.

My Father-in-law booked under DDA (NEW PATTERN HOUSING Registration Scheme--1979) an LIG FLAT.approx 30 years ago. DDA make that draw in 1991 and given a LIG Flat at (Flat No.958, 3rd Floor, East Loni Road), Due to it is on 3rd floor they have CANCELLED that flat and paid another demand draft for next draw.

And DDA have given an letter from (The Dy. Director (H), Delhi Development Authority, Vikas Sadan, New Delhi.) that we will cancelled that flat and my name will be considered for the allotment of a flat in the next coming draw. But after that not even a single letter have been recieved by us.

My father-in-law is a senior citizen and mother is really broken to see DDA response. This can not be done by DDA. It is not a private firm which can easily ditch anyone in a democratic country. We are really sad to see such a slow response from the governement or any social firm. No one is ready to take any kind of action on this matter. I think we should come in front of the media and raise our voice. Please help us.

In August 2004 Rs 20, 000/- were deposited with DDA as additional amount towards cost of the flat in addition to Rs 53, 800/- asked for by it. With the total deposit of Rs 73, 800/- value of monthly instalments stood reduced from Rs 680-95 to Rs 364-25. But DDA in 2006 rejected the deposit of Rs 20, 000/- deposited against cost. It treated this amount having been deposited in advance against MI from September 1984 onwards.

The above facts came to my notice when I asked for copies of calculation details as well copies of note portion of the file under the RTI Act.

DDA has not refunded excess amount of Rs 55, 000/- which was deposited in March 2006 as asked for by it.

Vigilance Section of DDA has not taken any action till August 2009 against guilty and errant officers when the matter was reported to it in December 2007

DDA allottees are requested to be beware of such types of cheatings frauds and malpractices deficiency in services of DDA,

I am a resident of Pocket 1, Sector 5, Dwarka, New Delhi. We are facing problem of water supply for the last couple of months and the response of DDA people is scary & it seems that there is no one who can help. There are two water booster pump here in the society and none works well. DDA does not even arrange for water through tanker as they should in the event of any water crisis in the society. We have to call the tanker on our own and pay a hefty price for the same every time. Pls help and let me know if there is anyone who is listening to all this and if there is a solution to this. If a basic thing like water cannot be distributed to people than what is the government doing to help the citizens ????

I AM USER OF SWIMMING POOL OF PASCHIM VIHAR SPORTS COMPLEX. THE POOL IS VERY POORLY MAINTAINED. WATER IS NEVER CLEAN AND EVEN ALGAE CAN BE SEEN IN WATER. MOSQUITOS, PESTS CAN BE SEEN FLOATING. USERS SPECIALLY CHILDERN ARE GETTING INFECTIONS BUT DDA OFFICIALS ARE NOT BOTHERED.
THE PEOPLE WITHOUT MEMBERSHIP ARE ALLOWED AND THEY TAKE SOME GOOD MONTHLY CHARGES FROM THE NON MEMBERS WITHOUT ANY RECEIPT OR RECORDS.
DDA OFFICIAL ARE DUMB TO COMPLAINTS AS THEY ARE ALSO PARTNERS WITH THE CONTRACTOR.

Dear Sir/Madam,

I want to drawn your kind attention towards the unauthorized construction bearing Property No- 67D, DDA Janta Flat, Pocket D2, Kondli Near Sunday Market. This ill-legal construction carried out by a Delhi Police Officer.

This is a great threat to all people life and their property those are living there. It also infringed upon their right to air and light because the illegal construction covered two to three Flats and there is also an electric pole to which police officer want to remove from there, also the illegal construction is placing in the start of the colony. It is giving us alot of mental stress and had taken peace out of our lives.

The Unauthorized construction was found in this house by MCD and DDA officers and the court is also passed the Demolish order. But the MCD is failed the destroy Unauthorized construction in this Mentioned Property. I have also Put complain so many times in MCD office at Delhi but they didn’t take any action against this. Its mean there is no any Respect of Court in front of MCD. Please look in this matter and help us for taking necessary action to remove unauthorized construction in shape of 3 Rooms, 1 Bath, and 1 Kitchen. The MCD officers are corrupted because after the demolish order of court why they are not able to destroy unauthorized construction in the mention suit property. If the MCD would not able to take any action or failed to destroy unauthorized construction then I have to go in Consumer Court. So please help me in this matter.

Dear Concerned,

I want to escalate following matter to our CM Sheila Dixit and DDA official through your help.

As I live in Delhi, a resident of Dwarka. I want to put some light on how the DDA Official has worked in Dwarka which result in unnecessary wastage of electricity and our hard earned money. I am going to take example of my society which is an SFS flats of DDA. In my society I have notice that our society main water booster is set up to boost water to all the tankers which are lying on the terrace. But because of lower power capacity it cannot, and it is only capable of providing water to the tank who are lying at the ground floor. Just because of setting up low power booster pump all the flats(Total-212 )owner has to purchase half horse power booster pump to boost up water which is kept at ground floor tank to terrace.

It means all the 212 flats owners of the society has to run their booster twice in a day for approx one hour. If we calculate in terms of consumption per unit it will be be huge unit resulting in huge amount respectively.

After this analysis I come to know that we can get away from these expenses if we just put high power booster at the main water supply as it is in the most of the Private Society.

The number of this type of SFS Flats in Dwarka is almost 50, so we can calculate how much electricity and how much money we unnecessarily waste just because of poor water booster pump in all DDA Colonies.

I think we should highlight this matter so that we can save electricity as well as our hard earned money.

Dear Sir,
I had applied for the DDA MIG PLOT ROHINI scheme in 1981. Its been 28 years and have not heard of any update regarding that. Have been checking the website regulary and have made number of attempts to enquire with the offices of Delhi Development Authority, but have never got a satisfactory answer. I will retire in next couple of years. We are stayin in a rented house in Delhi for years now. It has become a dream for me to have my own house in delhi. That is why I am forced to write here now. I request you to please provide me your help and assistance to get a confirmation as to when can i expect the allotment of the plot.

I am a resident of mayur Vihar - phase - 2, Pocket -c.
Residents of Address - 244-B, Pocket-C, mayur Vihar-Phase-2) are constructing their house in an illegal way.They are putting up a pillar on teh rad(back side of their house) to extend their house.This is all unauthorised and illegal.this will leave a very little sppace for people to walk or park their cars.upon speaking to them they refused and might have paid some bribe to Police officials.
Please take an action immidiately or i will have to move to teh higher authorities.

I have been living in very unhygenic surroundings in Rohini sector 20, pocket-10 since about three and a half years.The front and rear view of my house is full of garbage, with pigs roaming all around.Foul smelling stagnant and filthy water in the choked front and back drains is making life a living hell for humans and breeding ground for mosquitoes and other insects.Besides repeated written and verbal requests, severe shortage of water supply i.e hardly once or twice a month in my lane is making life miserable.Further adding to my chaos, there has been no tree plantation around my house.I have attached supporting photographs of my above said grievances which clearly reflects defficiency in services on part of DDA.
Sir, I hereby request you, very kindly to take immediate necessary action and oblige.

Dear Sir/Madam,

I Sushil Bhat is currently residing in 102-B, pocket A-3, Mayur Vihar Phase -3. The residents of top floors of this block are taking the advantage of elections and are illegaly extending their flats dangeriously which may collapse anytime. Even a small earth quake can damage the extended structure. It is a great threat to my family's life and also dangerious to other residents living in the compound.

Could you please take a swift action so that I am assured that we are living in a country where nothing can be taken for granted. I have full faith in judiciary and hope that the concerned officials will take a swift action against this illegal construction which can casuse a dangerious accident.

Please, please take action immidiatle before something bad hapens.

With due respect I am to say that I am a resident of FLAT NO. 248, DDA SFS FLATS, SECTOR-1, POCKET-1, DWARKA, NEW DELHI-110075 and to say that the water supply from DDA is neither sufficient nor in good quality to use for fulfilling the daily needs of the residents. In this regard, DDA office at Madhu Vihar, Delhi has been requested several times to provide sufficient water to this pocket.
In this regard, it is informed that due to water shortage, residents of the RWA of this pocket are mixing hard water from submersible pumps into main water tank which make the water most horrible to drink, cook food etc. . This hard water is for only plants in the garden and not for the use of the people. It is also informed that on earlier occasions also the ground water is being mixed due to which my husband suffered from severe jaundice in the month of February, 2009. Apart from the threat of water borne diseases, the use of ground water is also not allowed as the water table in this area is already very low and it is an illegal act of the residents who are mixing ground water in drinkable water. I tried to motivate the people to use only the water supplied by DDA which is consumable in household uses and also requested them to try to limit their requirement of water as well as not to waste water. Some of the residents threatened me and influenced the President of Resident Welfare Association and they have now started mixing ground water in the main water tank, which is being supplied to the entire pocket. The ground water is damaging the pipelines as well as all the appliances being used by us. The ground water will damage the entire infrastructure.
Therefore, I request your kind self to kindly look into the matter urgently and supply me the drinkable water by which I can meet my daily requirements of water and also the use of ground water may be stopped and our lives may be saved from several water borne diseases as our property may also be saved.

I am residing at the Pocket-2 (DDA SFS), Sector-11, Dwarka, New Delhi-75 for the last 5 years. When, I shifted to the above address, I was getting proper water supply to my house from DDA. Out of 198 Flats only 30 flats were occupied during that time. Now, around 150 flats are occupied with family members. The part of the society is not getting a drop of water both the time (evening and morning). The reason is that the DDA POCKET-2 and POCKET-2 are adjacent to each other but both the pocket is not having its own water reservoir (Tank).

Both the pocket have to depend on the water from the tank of Pocket-2, Sector-19 (more than 700 DDA Flats). Since, my house is located at the end of the pipe line, I could receive a drop of water from DDA regularly.

All residents have connected their booster Pumps directly to the DDA main pipe line and each residents have installed 500 to 1000 ltr. Storage Tank on the ground floor other than DDA’s storage tank which is installed on the top of the building.

Around 50% of residents are not getting proper supply and 40% are not at all getting water supply from DDA due to the following reasons.

1. There is no separate water reservoir for the pocket-2 and 3 of Sector-11, Dwarka ( Total Flats = 396).
2. Since, the water is coming from another sector (Sector-19), the flow of water is getting slow due to long route and leakage in the pipe line.
3. All residents are connected their booster pumps (1 to 2 HP Motors) directly to the DDA’s main pipe lines.
4. Most of the residents do not switch of their motors even after overflow of water from their tanks. (wastage of water)
5. There is no alarm or over head balls to stop the water once the tank is filled.

In view of the above, I request you to kindly advise me where to approach and whom to contact for the same. I will be grateful to you, if you forward this mail to the concerned authority/agencies for the necessary action at earliest.
