Delhi Jal Board — Bill amount - arbitrary

I am user of water connection (K No.[protected]) at House No.226, Ambica Vihar, Paschim Vihar, New Delhi-110087. I have got the water bill from DJB dated 24 Nov 2015 amounting to Rs.2147/- for two months whereas the bills in May 2015, July 2015 were NIL based on actual consumption. The consumption in the current bill has been averaged and Reading/Meter status has been shown as MLOC in previous bill and STP in this bill with no reading. it is shocked to me that I am very much present at home and nobody has come for meter reading and the status has been shown as MLOC which seems to be a bogus activity.
